The Law Enforcement Enterprise Architecture Model is one of the most important deliverables for Police ICT Governance and Strategy. It provides a means of measuring technology capability against a set of clear business functions and will help to ensure that we direct technology investment at those projects and programmes that will deliver the most effective Policing capability improvement and help us to ensure that we do things once!”
David France
Director of Police and Public Protection Technology (PPPT)
The Home Office is a ministerial department of Her Majesty’s Government of the United Kingdom, responsible for immigration, security and law and order. As such it is responsible for policing in England and Wales, fire and rescue services in England, and visas and immigration and the Security Service.
The Challenge
To remain competitive organisations must be able to understand the relationships between strategy, business and technology and fully utilise their assets. Gaining a holistic view will enable the organisation to see opportunities to rationalise and standardise the organisation thereby reducing costs. As a long-standing partner to the Home Office, Chaucer were tasked with developing a solution that would enable the Home Office and Police Forces to have a greater understanding of their data and be able to visualise national and local technology and portfolios.
The Solution
Chaucer built and delivered an Enterprise Architecture framework for Law Enforcement, that defines Policing capabilities, processes and services and provides a ‘golden thread’ connecting strategy with technology. We did this by supporting the Home Office with the skills, people and technology to rapidly prototype an Enterprise Architecture solution fit for their very unique purpose, we identified and agreed with the business a clear set of business capabilities and worked with them to create links from capabilities to their strategies, portfolios, threats and risk, IT services and infrastructure data.
The Enterprise Architecture Solution is designed to help leadership teams have more visibility in real time to data that matters, thus streamlining the decision-making process and maximising the value of digital investments, increasing £ROI and improve standardisation across the technology portfolio.
The Results
- 7 out of 44 Police Forces already onboarded with planned roll out to all Police Forces
- 380+ National & Local Law Enforcement programmes/projects currently in the model, linked to business capabilities
- 1,718+ Law Enforcement IT services applications identified within the model linked to business capabilities
- 50+ visual reports produced to show findings locally, regionally and nationally
- 250+ days potential annually efficiency savings in Law Enforcement automating analysis currently processed manually
